Problem Note 61287: SAS® 9.4 TS1M5 fails to launch and returns errors such as "TK Could not Initialize" and "NLS: Invalid Localeh"

When you attempt to launch SAS 9.4 TS1M5, the launch fails and an error similar to the following occurs under UNIX, Linux, and z/OS:
ERROR: TK Could not Initialize.
: NLS: Invalid Localeh
: Error at Location : sknlsboot
NOTE : Search paths Used to locate Images.
: /usr/local/SAS94M5/install/SASFoundation/9.4/sasexe/
: /usr/local/SAS94M5/install/SASFoundation/9.4/utilities/bin/
On Microsoft Windows operating systems, the following messages occur:
(window title) Critical error loading host supervisor.
ERROR: TK Could not Initialize.
: NLS: Invalid Localeh
: Error at Location : sknlsboot
NOTE: Search paths Used to locate Images
:C:\Program Files\SASHome\SASFoundation\9.4\
:C:\Program Files\SASHome\SASFoundation\9.4\core\sasext
Cause
The problem occurs if the system time zone variable is set to an unrecognized value.
Workaround
Set the time zone variable to a recognized value.
